If you want to just learn basics of a language and dabble casually, Duolingo is completely fine on its own. If you're determined to master a language though, you should only use Duolingo to get you started and take an actual language program or practice with a native speaker to bring you the rest of the way.
Basically, if you can get to B2, then you can get by in a language with minimal discomfort. You won't be perfect, but you'll be more than capable of functioning. This pretty much marries up with my definition of fluency. And so, if you subscribe to my definition, it could be said that Duolingo aim to make you fluent.
On average, it takes 34 hours of Duolingo to learn the equivalent of one semester of college. Since a semester of college generally takes a lot more than 34 hours of work, this suggests that Duolingo is more effective than a college course.

As of 2023 and early 2024, there are several new languages offered by Duolingo. These languages tend to be generally less learnt, but are interesting nonetheless. Where we left off, the newest languages included Hawaiian, Navajo, and Finnish. This time, we have Haitian Creole, Yiddish, and isiZulu.
Call me cynical, but I can't help but feel the only reason they made such substantial changes was to increase profits by bringing in new users and gamifying the app as much as possible. Interested to see if anyone feels the update has benefited their learning.
Will Duolingo make you fluent? No.Duolingo won't likely make you fluent if used on its own. However, when you use Duolingo combined with other resources, activities and tools that work for you, then yes, Duolingo will play a part in making you fluent.
As a lifelong language learner who's fluent in three languages, I've tested out these popular apps, and they have very different approaches. I like Rosetta Stone for the immediate immersion it offers, but Duolingo is great for the more casual language learner as it offers a fun, gamified way to steadily gain knowledge.
The overall Duolingo score range is between 10 – 160. This means the lowest score is 10 and the Duolingo max score is 160. This overall Duolingo score is NOT a summation or average of your subscores.
Duolingo uses the Common European Framework of Reference for Languages (CEFR) to establish learning goals for its courses. These CEFR levels, A1 through C2, represent increasing levels of language proficiency. What level of Duolingo is C1? C1 in Duolingo equates to a score of 120-140 (advanced).
